    ICACLS %windir%\system32 /grant %username%:F

sometimes Vista can not run CACLS, and tell you to run icacls, then you just run:
    ICACLS %windir%\system32 /grant %username%:F

If user name contain space blank, then you may has to include it with ""
use command whoami, you will know what is the current user name.

Right mouse click powerpnt.exe, "run as administrator"

if still can activate, like show error message :
"Not know reason, please contact DSI"
then please Make sure Powerpoint application have enough rights to access system32.
just locate to powerpoint application "powerpnt.exe" in office installation folder, and right mouse click on it , choose "run as administrator"
that way, the powerpoint application will have rights to activate
